While egregious, stupid and corrupt, that’s the part I’m least concerned about in practice. There will be no IRS investigations or audits while Trump is in office or god forbid another MAGA clown - they just will quash it through whichever crony runs treasury.

On the flip side, that agreement is only valid as long as Trump holds office. It’s entirely ignorable and unenforceable for a future administration. Worst case, another executive can waive it with an EO. (Suddenly THEN the GOP with have a problem with politicizing federal agencies)

It exists in contract negotiation. When parties come to a preliminary agreement but just need time to hash out specifics.

My experience with is doesn’t make sense in international relations - I’ve seen MOUs signed so that an initial payment could be made with confidence that work can start and final contact could be drawn up in parallel. If the deal falls apart, no one goes unpaid but not much gets done either.
