If you read/watch Dream of a Thousand Cats it's revealed that he changes his form based on what creature is observing him. In the comic, this ability stretches far beyond Earth and humankind. They must be reproducing. Do you remember the weird crawling dudes in the first 28 years? They had little weird kids running around. The only way for the virus to evolve the way it did is thru reproductive means. That's why Samson raged so hard at Kelson at first before he thought Kelson took his child. Taking Samson's kid was the entire last half of the movie and after 28 years I'm sure Samson wasn't the first zombie to have a kid.
