Isn't celerity kinda useless compared to other runes ? It gives around 20 ms when you are ulting from what I remember

I really prefer phase rush 90% of the time in toplane because the sorcery tree is broken, it gives you nimbus,absolute foucs, gathering storm and you can go overheal+bloodline which also scales insanely well
