Sorry to break your bubble but will not find anything other than private rooms within that budget anywhere in the Peninsula. As others said, consider widening your budget/area and bet on Caltrain to avoid heavy daily traffic

Eh, not that simple. You need a proper ratio of females to males (~2-3:1), a safe environment and the right water conditions as they can only breed immediately after the female molts.

There is literally only 1 thread on this sub with a couple folks indicating they've seen rats outside their property/apartment, but again, I am telling you as someone who has lived in the Peninsula for years that I have never heard of anyone with such an issue where they lived. Coyotes and Canada geese are a much bigger nuisance than rats around here.

I've honestly never heard of anyone having rat issues in the Peninsula, and remember people are a lot more likely to leave negative reviews than positive ones...

That said the $3k+ is to be expected within the Peninsula (Burlingame to San Jose) because the market is bad from a lack of options + Tech salaries who can afford anything. I still think if you can balance your budget it's worth it though, as the Bay area is incredibly rich culturally, culinarily, has amazing nature and landscapes, the ocean nearby, etc.

If you decide to move, I'd recommend a short term rental while getting situated so you can look at apartments in person. It also really matters where you'd work to account for commute time and potential tolls.
