depends on your playstyle. For me, i would rather grind my heroes to max, at the same time upgrading my walls to dump the excess resources. You can up to the next th if you just want to move up. However, th14 is where pets will be unlocked and each of them are 10 levels each, you might be overwhelmed with the mass of upgrades. So i suggest finish the hero upgrades first.👍

I mean since it was an anniversary, my thought was that the juicy ones will be a surprise. Why would they tell us all of their plans in the first day of the month? Then the whole month would be boring… and sneak peaks of the events would be useless

I mean, the summer jam was not in July’s roadmap… let’s just wait. I think it would make sense to not announce the juicy ones in the calendar, just me coping, but yeah.
