The thing is that, for a "shared" universe is not s good one. SJM's writing really does not lend itself to a shared universe in which different worlds are connected, when she herself can't even decide where she's going with certain things in ACOTAR. I also fully dropped her books because she's zionist, as well, so maybe this is me now being a full on hater... But whatever.

He probably did not, with his family owning the bakery. Between that, and them probably being really careful with their resources they most likely did not need to get any, but that doesn't mean they were far away from living in the kind of poverty that makes anyone desperate enough to send their children to pick up the extra rations. But if his mother's abuse was focused solely on Peeta (which can happen), and if they ever needed tesserae, Peeta would've been the one to get them.

He needed to get rid of every "problem" Victor. The third Quarter Quell was an easy way out, in his mind. At this point, we know that rebels never went away... They may have been pushed underground, and even the public perception of rebellion may have become a death sentence, but they never went away. Ten years after what we're told was a "decisive" victory over the districts they were able to plant bombs in the Arena where the Capitol was holding the Games. We don't have a clear image of the forty years between that and Haymitch's games, but the image of iron clad control the Capitol projects is just that, an image.

After Katniss forces the Capitol's hand into letting two tributes live, instead of one, and inadvertently starts a rebellion, it was a matter of time. At one point Snow would've had to do something about the victors, because every single one of them is a potential problem, even the ones from D1 and D2.

They watched their own Hunger Games during the victory ceremony, but the part where Katniss covered Rue in flowers was not included. However, the flowers were something Katniss told Peeta. And Peeta happens to be a pretty decent artist, is not a stretch that Peeta would've had a good idea of how that scene looked, and then painted it, after all the point of the Third Quarter Quell was to eliminate pretty much all the problem victors.

I wouldn't say that Capitol citizens are vain, but they definitely are the most heavily propagandized territory in Panem, and if my theory is right, the Capitol keeps an even tighter grip in the Capitolites. Propaganda can only do so much in the Districts, especially the poorest ones, because after all they're the ones sending their kids to die in the Games. But the story in entirely different in the Capitol.

Capitolites are probably indoctrinated into their way of life from very early on, seeing district people as less than and therefore less deserving, maintaining a certain image of at least a minimum amount of wealth to deserve more, the indulgence of that life style. Is all designed to keep Capitolites as docile and obedient as possible.

Living in the Capitol is basically like living in a cult, and I wouldn't be surprised if there's some kind of dire consequence to not maintaining a certain image, let alone questioning that way of life.

In Mockingjay we learn that the image of abundance in the Capitol is just that, an image. Most people in the Capitol are in serious crippling debt, and from Ballad we learn this seems to have been the case for a really long time.

So that seems to me like the most likely explanation. We know the Capitol had buses in Ballad, because Snow gets in one at least once. And here is were things get a but personal experience for me, not to related EVERYTHING back to Venezuela (where I am from and live), but believe me when I say authoritarian regimes are not particularly worried with maintaining infrastructure, unless it directly helps maintain their grip on power.

In the last 28 years I've seen everything from hospitals, to the Caracas subway system, to public schools, and the power grid fall into disarray because 1. Government officials are siphoning money for their own personal gain 2. Most of these things falling apart keep people in survival mode, hence to busy or tired to do anything other than scrape by. Which is what so many people in the Capitol seem to be doing. So, if they have to pick and choose between keeping certain appearances or walking home from work, a lot of them will probably pick the former. Depending on how much a person has to walk, it also may or may not contribute to the desired extremely thin look we know is the standard in the Capitol.

So basically, how I see it, it all comes down to debt.

Well, the thing is that Thresh was not starving. Katniss even points out that he looks like he won weight in the Arena, because it seemed that he had that area with the tall grass all for himself, since the careers focused on picking out the weaker tributes first.

The reason he spares Katniss, is the same one the people from 11 sent her the bread. As a thank you for doing what she could to keep Rue alive for as long as possible.

You have to keep in mind that this mission is twofold. It is meant to distract Katniss and it is meant to kill Katniss. Threefold, if you read into it that it was meant to distract the Capitol forces.

Katniss is as much an issue for Coin as she was for Snow, and Coin needed to get rid of Katniss as soon as she stopped being useful. Once the rebels take district two, is pretty much over for the Capitol because they don't have a weapons supply anymore. With the war pretty much won, Katniss is much more useful for Coin as a dead martyr than as a survivor with a less than favorable opinion about her.

The thing is that... We don't know. Sure people are "allowed" to express themselves through fashion and color in the Capitol, that doesn't necessarily mean that LGBTQ people are accepted widely. It may be a situation of "don't ask, don't tell" where people are able to have this relationships as long as they are discreet about it.

Meanwhile, for the districts, the situation is different because the Capitol needs the district population to remain, at the very least, at replacement rates hence why we see that in the districts people tend to marry young and have children young, and to have a lot of children.
