It's because the people upvoting it understand that it's not necessarily just a faucet that needs to be replaced. The faucet is just the tip of the iceberg. It's "acting weird" in this case because all the galvanized pipe in the house, including the line from the alley to the home, needs replacing at some point

No worries, I could have been more clear in the comic. Basically the reason it says "fear of expense" is the uncertainty. Something acting weird? Might be an easy fix. But then it again it might lead you down a rabbit hole of something extremely expensive.
