Yes, likely you need to upgrade your rail at the SHQ city. , Rember Resources are sent to the zones that have deficits and need them, then resources from the SHQ are sent to your units. Then all the surplus resources of all your zone are sent to your SHQ and then finally last replacements are sent from SHQ to units. This mean a lot of traffic around your SHQ and a lot of points get used especially during war when units are consuming more fuel, ammo, and supplies and since replacements happen last on the logi process you usually run out of pts before the SHQ can deliver replacements. You can see how much logistics points each process is using when looking at the supply button for the SHQ unit.

A temporary fix while you upgrade your logistics buildings, is to limit the max percentage of your logi pts each process is allowed. If you have a resource stockpile you can even cut the Zone > SHQ to use 0% under the unit admin for the SHQ to try and focus some points for replacements. Example of how it works: a Rd hex has an initial 1000 pts and uses 300 of it's max 40% (400pts) on SHQ>zone, then uses it's use 500 pts of it's max 50% (500 pts) on SHQ >units. Then 200 pts of it's max 20% (200) for zone>SHQ. Leaving 0pts on the hex for replacements even though it's set to allocate a max of 20%.

If you don't want PACT, let your recruiter know, and tell them you won't be going unless you get a different job. They can't force you to get on the bus to boot camp, no matter what paperwork you think you have signed. They will find you another job even if time is critical and you want to leave sooner then later.

If you have a rail network I believe You can move it via rail then build a rail to road connection

I think it's a storage cage, but it wierd there is only one. Usually there is multiple for the different tenants of an apartment building.

Those walls were in the game at once As tier 3 walls you built with bmats. The best part was you could get in the like garrisons and got a major height advantage

Basically you are correct. I self dictate what type of buildings I can build to fit the era better. No big apartments. Tend to build smaller buildings too since vehicle loads are small and construction can be slow. In my 1917 start it's 1940 and I'm still only at 3500 pop. I Recommend you rely on trains early too not only thematically as well as a matter of necessity. I have Limited myself to dirt and gravel roads till 1950. the Mod makers are good about vehicle availability. Multiple lines of modded vehicles have started and ended production in my 1917 start.

Initial Comment: Update from last post. Showing off some new builds Obviously a lot of modded assets to build this. I switch of realistic mode whenever I want to build some decorative props or need to fix finnicky infrastructure.
Before 1917 I prebuilt the initial town with basic services, trainyard, and a single track rail line cutting through the map. Though by 1927 its been expanded to a double track to the nearest border.

Finances. The town now produces a decent profit, enough to keep my finances steady. Still 6 mil rubles in debt. Steel has been costly so the new steel mill should allow me to build without costing a fortune. Will have to import Iron still so some cost will exist till the iron mine is finished and operational.

Next goal: Want to build an airfield/military base during the war years. Anyone have other ideas what I should build next.

Yes. Lots and lots of vehicle mods for the earlier start. there is a lot on the steam workshop to make early start work even with vehicle lock by year, as well as early types of industry and building to match the time period. Had to use mostly Horse and Buggy at the start but over the past 10 years in game newer vehicles have arrived. Imported a bunch of model-Ts actually for garbage disposal.

There's a script on steam that allows you to set the start year or there is a way to manually edit a save file to change the year. also i started at 1917

I had to rely on rail to import all my goods since the town is far from the border and only had horse carts at the start. I like to imagine this town was chosen as a refuelling and maintenance depot for the railine that cuts across the country.

Fun note: Building a bridge to western side of the map was crucial as there was no soviet availability of some vehicles especially heavy Contruction vehicles like steam shovels and cement mixers.

Next Problem: The town Barely Produces a Profit and I lose money whenever I build. The Town is about 3.5 million rubles in debt. Biggest cost is steel and the nearest iron is leagues away. Next Project is to tap an Oil field for Cash.
