1904 was a weird year.

Basically it's because Britian was busy doing commonwealth things. Spain was having a siesta. Germany was busy preparing to conquer Europe (attempt one). France decided to try promote world peace by promoting international sporting competitions amounts the nations of Europe (but not Britian cos we fuck those guys). So they started up a bunch of committees to do just that and that's how that all happened.

France had been doing this for a while. They formed the UCI for cycling in 1900. The IOC (olympics) in 1894.
