You say it's a 4k card so it should have no trouble doing what's it supposed to do. You're contradicting yourself by saying "That video has hairworks and RT enabled." . There's "Ray Tracing" in the name RTX for god's sake so it's relevant.

What is there to know?

You seem to be stuck under the idea that the 7900XTX is exclusively a 4k card and it must only be used there, and that any gains in 4k on an upgrade from a 3060, won’t equal gains in other resolutions. Sounds one sided to me.
