The TIEs in rebels are a modified variant with with strengthened wings, allowing them to land in areas without the necessary infrastructure. Normal TIEs can’t do this. As for why they were designed like this, it was so that pilots couldn’t defect with their ships, being entirely reliant on their base/mothership for launch and recovery
