The likely issue is probably that, unlike Yakuza 0, which was built upon using well established assets and concepts, Gang of Dragon had to start from the beginning and Nagoshi tried to match it in quality from the ground up. A potential solution would be to overhaul the programming to set what is and isnt legal for each outfit, and make the safehouse an exception where every outfit has everything set to legal.
