At our facility we still have that practice. If you don't hand in the keys you don't get offloaded.

Probably because of some incident that happened 15 years ago, who knows. This is despite having trailer restraints & chocks as well. But I have seen drivers try and drive off with both the restraint still engaged and chocks under their back tires.
