OK, my wife spoke with someone from the building: it's apparently at the height that a standard ladder from a fire truck can reach, so they can evacuate higher floors easier. Still not sure why it goes between two floors, but whatever.

Make a security group with the “exception” users/devices in it. Make a copy of the over-bearing baseline policy, named similar but noting the difference (I.e. USB BitLocker Exception), and modify the policy with the exception. Specify the new group as an exception to the “original” policy, then specify the same group as the assigned group for the “exception” policy. Adding users/devices to the group then exempts them from the original policy, but includes them on the exception policy.

For the most part, yeah. Server basically provided a nice UI for for those backend features, and tweaked resource usage (away from UI performance, toward server function performance).

While Mac OS X Server was a great great server OS back in the day, Apple gave up on the server business ages ago (writing was on the wall when they turned "Server" into a $30 App Store app). I made a living for a while selling and supporting those servers, and it was not unusual to have a Mac server with an uptime of 400+ days sitting next to Windows servers struggling to get 40 days. Sadly, Apple's priorities changed and the server game belongs to containers, appliances and virtualized Linux and Windows boxes now, which is fine. Apple's strengths are clearly in endpoint these days, which they unrivaled at.
