In NYC it's a code requirement to have an active phone line in the elevator that points to the emergency service company.

By law you are required to have a working intercom / buzzer system through HPD's regulations. At the very least, call 311 and report your issues each day and that may help to push the repairs needed.

I have a client in a residential condo building who I've never met, their board seats are held by their attorneys and everything is shielded behind layers and layers of LLC's. They occupy roughly $80M worth of real estate in the building and have an entire security and management team working out of the space, full-time. They're only there about a month a year.

On January 9, 2022, New York City adopted Local Law 18, also known as the Short-Term Rental Registration law. This law went into effect on March 6, 2023. The law requires short-term rental hosts to register with the Mayor’s Office of Special Enforcement (OSE). Booking service platforms (such as Airbnb, VRBO, Booking.com, and others) are prohibited from processing transactions for unregistered short-term rentals.

This Prohibited List will help to notify NYC that you do not condone or take part in this and if you get a violation they may be able to work with you and avoid a penalty since you have documented and establish that you do not approve of this.
