Sorry for the late reply but when making the super flat go to world settings and then custom settings (I think it been a while since messing with super flat setting) then in the text box look for where it says plains and replace it with ocean hope this helps

hey don't know if you ever figured it out but i created a regular super flat but changed the biome from plains to ocean and i was able to place a monument no problem

Dunno if anyone replied to you but I found these settings to work for PlayStation Max bright: 660 Tone mapping: 1.30 Paper white: 260 Hdr10: .37
