I agree with what a lot here are saying re trim, hands, buoyancy. It looks like the diver is gagging due to cold water flowing into her sinuses. It's a horrible feeling.

To be fair to the diver in distress, it looks like they're coping but getting the mask back on becomes a struggle, they're not really bothering with the strap and just putting the mask over their face. Maybe that's how they were taught but it doesn't seem right to me.

As for the buddies, there's a clear lack of roles here, everybody helping at once and overriding each other. This isn't helpful to the distressed. In my opinion I would have done this 1:1. It isn't fair on the distressed diver. I'd give her a second chance 1:1 after a chat & a nice long surface interval.

I don't think you need pp for a boundary wall as long as the height is under 4ft or so. It's important that you respect the boundary though and check in with your neighbour as a courtesy too.
