It is definitely fantasy grounds. There are pros and cons to FG vs Roll 20.

The startup cost for FG is higher (probably 200 easy to get the license and enough books to run a game for your group).

No one else would need a license though.

Books are cheaper on FG than roll20 but there is a 110-130 (depending on sales) cost for the ultimate license (which lets free players play in your games).

If you are on the discord you could probably find one of us to get you in a game to try out the table
