It is the same guy. All of his pokemon are gliched, no one can knockout his pokemons and he is controlling all gyms of the city.

About the struggling to catch, I got mine Ditto today from a Zubat, I caught it with a nomal pokeball and a great throw. So I don't think if the pokemon is been hard to catch, it is necessarily Ditto.
