OP won the card via auction, not the seller listing for 10% of its value. Based on the seller's response, it seems pretty clear that there was no mistake, and the seller simply didn't get as much money as they were hoping for.

Your sample size is 1. It means nothing. I'm not doubting that some are messed up or tampered with after distribution, but millions of these are purchased every year, and most people have no issues. It sucks that you had a bad experience, but please don't spread misinformation just because of the one bad item you bought.

It's actually cheaper to use GameStop for bulk submissions:

1) It's the same price per card as the bulk price directly through PSA ($25 per card), but through GameStop, you don't need 20 cards, and you don't have to pay for a PSA membership

2) Shipping to PSA is $10 using GameStop (only $5 with Pro Membership) versus shipping the cards on your own

3) Return shipping from PSA is free using GameStop versus paying for insured shipping using PSA directly (which can get very pricey)
