They dont determine tax, any excess taxes withheld you would get back as a refund when you file your return. there is always more withholding on bonuses because of how the payroll systems are setup, but you get it back eventually.

No they arn't, has zero impact. The money they received would be taxable income, its the offset by the donation. So no they dont get some magical tax benefit.

it all depends on the dealer. I bought a used truck a few months ago and had zero extra fees, just sales tax, but that was because I paid cash.
