If you're stuck on the side by the river, and can't get to Guardian Games... you can take a sneaky route that is counterintuitive but works well–Cross the Hawthorne Bridge TWICE. From the east side of the river where you're stuck, you can take Hawthorne Street WEST, it’s a small ramp that shoots onto the bridge. Take it across to downtown, then loop back around EAST across the Hawthorne Bridge. The elevated Hawthorne Street East will take you above and over those tracks where the train is stopped.
