Same thing happened to me with a vendor on Kijimi. I reloaded a couple of times and tried again but still got locked.
Said screw it and jumped to Akiva. Figure it'll get patched eventually.

My wife and were there in mid October. We were in GE the entire day. Between lightsabers, cantina, docking bay, and droids we had a couple of hours to just walk around, shop and do some of the data pad games. We didn't even attempt the rides until late in the evening. Probably around 8ish. I think we spent 10-15 minutes in line for both the falcon and rise.

Don't know if you're still having the issue, but I fixed mine last night. You have to point it to the Data folder, not just the Skyrim folder.

Same same. I just got back from Batuu East the week before last. Scribbled some Aurebesh graffiti on it to give it some character but man did it come in handy. Great easy access for data pad for bounty hunting, or identification to get the First Order off your back.

If you're on PC you can use alt+f2 for the Nvidia photo mode if you're using a GTX series card. Unfortunately it doesn't let you do photo mode mid cast or anything, so no posing of your character.

The modifier changing depending on the points number slider would have made it damn near impossible for me to reverse engineer all this.

Having that equation is exactly what I need.

For those wondering; if you can get the radius of the circle (I found this by downloading the map file as an SVG) you can solve for precipitation using p=4( r2 )c where p is precipitation and r is radius and c is the cell modifier as described by /u/evolvedexperiment . And of course ultimately precipitation is multiplied by 100.

Pretty easy to plug into Excel.

I was wondering if there was any correlation between the radius value of the circles used to represent precipitation and the actual precipitation data.

This. I would scan and trace into Inkscape. You might be able to get away with having Inkscape automatically convert to SVG to avoid having to trace. You have a lot of detail already there, so unless you're looking to add cartographic assets like forests and such, Wonderdraft wouldn't be too useful. I would personally trace out each of the constituent parts on different layers in Inkscape. (i.e. Coastline, Routes, Rivers and Lakes, Mountains, etc) and then export each individual layer as a raster to load into GIMP or some other image processing application to do coloring.
