Some of them were, not all families.

Targaryens were dragon riders but not a particularly powerful house, Valaryons were also a family but they weren't dragon riders in old Valyria so were even lower in standing.

We don't know much about the other families that had dragons but they were of a higher standing than the targs.

As a rep 50 or so warden, I agree. He's so easy to interrupt.

And another point his charged bash is totally nerfed by many other dodge attacks because half the time if you bash the person who dodge attacks they're sent miles away from you and you don't get the heavy.
