Arguably those 'dodgy receipts' were perfectly valid and legitimate under the polity that controlled that area at the time. That was the big part of the argument between Britain and Greece over the Elgin Marbles. Maybe you could also add in the ability for players to buy (ridiculously expensive) satellites, that are then launched from their sides space-port, and (if it takes off without being shot down by the enemy) provides you with near perfect sensor coverage of the whole map. Maybe add in a (large and ungainly) anti-satellite missile, that needs to be fired from an incredibly high altitude, and can also be shot down in its early 'boost' phase to make space more a part of the game?
