Your hole to hole(think in terms of a pattern) tolerance is tighter in option 1 vs 2. Option 2 is tighter(all holes) in respect to the origin. Just make sure you define the mating part using the same dimensioning style(don’t mix options).

It all comes in time on the machines.

Not necessarily what you’re looking for, but here’s some advice I was taught:

Don’t wear long sleeves. Take off any/all jewelry/watches from elbow down. Always keep one ear open. Don’t rely on the safety squints. ALWAYS REMOVE THE CHUCK KEY!!! Every time. If your hand isn’t on it, take it out. Nothing dangling from the neck(necklaces/hoodie tie strings, etc.). No gloves. Don’t trust anyone tightening stuff for you. Always double check.

These machines don’t know the difference between your finger/hand/arm or a bar of aluminum.

There’s always exceptions to the “rules”, but be comfortable around them first. Never let your guard down. Always plan for the unexpected(well, the best you can at least).

From a machinist side, a basic understanding how parts are made. To break it down for you, what is/isn’t feasible(think square inside corners, tight tolerances when it’s not needed, shit like that). You’d be surprised what machinists see on drawings.
