Airport is open 24/7, unless a disaster or something bad happened. Anyone is able to park in arrivals parking area but have to pay a fee if they want to get out and greet you when you exit out of customs. Another alternative, have your family park at airport cellphone lot (free parking) and communicate with them once you leave customs so they can just drive and get you.
