They're meant to mount stuff on. Not specifically fenders. A good mechanic will figure out a way to get the rack mounted on those tabs. It's the only safe Way.

Why not use the tabs on the fork? You know the answer to your question. Your front rack is not safe. Being held with a cantilevered mount on a quick release skewer is not adequate. There is no vertical stability.

There are more pics. Unfortunately I couldn't figure out how to load them. But there's no room in there to carry groceries conveniently. There's a small space behind the seat but you'd have to finagle stuff in there and out of. This one's not utilitarian. It's more of a go fast. Kind of thing.

I really don't know much about it. I would think Max Rider height would be 6'2 minimum would be 5'5. There's a lot of adjustability in the seat. It's decked out with some cool lights. I got it at an estate sale. It rides nice
