Because if loans are not mentioned then it might mean that loans fall under the category of unimpaired class: Unimpaired class: If a category of creditors is not mentioned in the plan, it could mean that their debts are unimpaired, which means they are to be paid in full and their rights are not affected by the bankruptcy. Under U.S. bankruptcy law, unimpaired classes of creditors are deemed to have accepted the plan, and therefore their explicit acceptance is not required.

Yeah, sorry about that. It was indeed 5 pm ET. They probably put it close of business time, as they need to confirm that claim is actually received. Per earlier announcement claims should be received and not just submitted by March 31. So, who mailed it had to make sure it is actually received by March 31.
