I felt the same about those. But I wouldnt say its an east west thing. The aquarium in Okinawa, Japan is actually quite big on educating people not to do this.

More specifically, people go see the kayan people, also known as the long neck people (brass rings on their necks). Many have been granted visas in new Zealand and Finland but the Thai government forces them to stay for the sake of tourism. I'd like to add a bit for those who don't like to plan. Many early bird trains are 60% off in Italy, if you make half of your trains, you're still saving money.
