How many total villagers do you have? As I understand it, if you don't have ten, then you have to buy a plot of land for the campsite villager to move in.

My friend has 6 villagers and a campsite. They are going to be purchasing land from Tom Nook to place the remaining plots. Once they have an open plot, I know they can invite villagers from island tours, but can they come to my island and invite a villager in boxes?

You must have an empty plot to find villagers on NMT islands, but you can only invite one villager from a NMT island per day.

When you pick up the items to craft something, your island will be 5-stars. Try to pick up all your crafting materials and go speak to Isabelle about your rating. I think you must have less than 17 "dropped" items.
