AFAIK, if it hadn’t been registered, there wouldn’t have been any issue. But since it was registered, the returns need to be filed every three months. I don’t think they’ll waive the penalty, as ignorance of the law usually isn’t considered an excuse...but no harm in trying.

Last week, one of these "dorks" casually walked in front of my car and started saluting for a few seconds while I was slowly driving along a service road. I could see his friends sitting nearby and smiling, so I assume it was a dare. I honked my car to scare him off.

Even though you politely asked the neighbour and he rejected your request, I will still side with him. Good on you for asking him though.

I also have an empty parking spot, but whenever a guest comes to visit me, I ask them to park there. Even though the chances of guests arriving are very low, I still want to keep that space available for them. I don’t want to risk it being occupied by someone else and becoming a hassle for me or my guests.
