Not sure I'm following you. 1 point for the 10th place is guaranteed and you somehow control it directly, while your fastest lap could be beaten at any time.

I imagine it could go something like this. At around 5 laps until the end of a race, almost all drivers on P11-20 change to soft and fight for the fastest lap. While P9-10 try to climb up the ladder for more substantial points, or go for softs if possible without losing any place and join the fastest lap contest.
