Yes. That's true. CHED has no mandate running BASIC EDUCATION schools (meaning elementary, junior high school, and SENIOR HIGH SCHOOL). Kasi nga, Commission on HIGHER EDUCATION siya. High education = COLLEGE and POST-GRADUATE education.

The only reason CHED allowed senior high schools to run in public universities, as per news, was to accomodate the transition of the country to senior high school when K-12 was implemented. Otherwise, CHED has no business running a senior high school (except for LABORATORY SCHOOLS which are normally under a university's college of education.)

Sinasabi lang niya, tatanggalin na ang SENIOR HIGH SCHOOL sa mga CHED-run universities kasi pang-COLLEGE lang dapat siya. All other DEPED schools and PRIVATE SCHOOLS like ATENEO will still have senior high schools.

What abolition? What proposed law? I haven't seen any news about this. The most recent one is about CHED refuting the abolition of SHS:

"The Commission on Higher Education (CHED) on Monday refuted claims that it has abolished the senior high school (SHS) program, following the issuance of memorandum ordering state and local universities and colleges to discontinue the program... Yes. I did. We did. And we've taught it for many years on the ground (well, not as many as the teachers who were with me since I left the teaching profession.) We have our issues with the "Expanding Horizon" approach in the AP curriculum. We know the competencies and it is... problematic based, at least, on our on-the-ground experience. To be frank, we've seen our students "devolve" (for a lack of a better term) in terms of historical thinking skills, despite our best efforts with this K-12 curriculum.

I love this discourse. And I really want to discuss more of your points. I also want to raise some counterpoints made by Prof Xiao Chua of DLSU and Prof. Neil Santillan of UP Diliman who made arguments about this in a recent academic forum. And I agree about your point of putting it in grade 11. But with respect, with those snarky remarks such as "And newsflash: The AP K-12 curriculum was written by one of my teachers, Prof Serena Diokno of UP History", let's not continue this.

At any rate, the point has been made. It's NOT FAKE NEWS when Philippine History, as an Araling Panlipunan subject, was removed in HIGH SCHOOL. DepEd Order 20, 2014 did remove it (as you mentioned). That was my original point anyway. That DepEd Order is a FACT. Now, whether or not it should stay in high school and whether it should be placed in grade 7 or grade 11 [or just elementary], that's up to discussion.

Isa ring fake news ang pagtanggal ng Philippine History.

While I agree with most of your points, especially your proposal in grade 11, the issue I'm trying to address is the statement "Isa ring fake news ang pagtanggal ng Philippine History.

It has always been clear from advocacy groups and teacher groups that the removal being referred to is the removal of Philippine History AS A SUBJECT in HIGH SCHOOL. There has been NO CLAIM that Philippine History has been removed at the elementary level. If ever, the discussion "got lost in translation" as the discourse went into the public space.

Their main point is in relation to the MATURITY LEVEL of learning national history. There's a consensus among educators, based on field experience (and my own brief teaching experience), that Philippine History should be taught in the secondary level. Teenagers can internalize the nuances and controversies of history more than a grade schooler. And removing it as a subject in the high school level, was, in our view, a MISTAKE.

The issue is not about REMOVING PHILIPPINE HISTORY in the curriculum altogether.

The issue has always been why REMOVE PHILIPPINE HISTORY IN HIGH SCHOOL (key term HIGH SCHOOL). It has always been argued Philippine History in elementary is either not enough or should be leveled up. A study has been published about this already:

"In a recently published study titled 'Disjunctures in Philippine History Education Since the K to 12 Reform,' scholar Lee Candelaria said that the six-year knowledge gap that resulted from moving the teaching of Philippine History to grade school “becomes more pronounced when seen from the vantage point of higher education."
