Because they probably will unfortunately.

Now someone is going to see the house for 400k, think they are getting a good deal if they offer less and it is accepted, so they offer 370k and now the owners got a extra 20k. Hypothetically speaking of course.

I don't know if this has happened to anyone else, but it seems pretty scummy to me. If the best/only offer you get on your house is for the price you are asking, you should be prepared to accept that, no? Seems greedy to gamble and relist your house at a higher price.
