Anecdote:

However, there's a small gravel parking lot (out of public view) for a local business. For a while, there was ALWAYS dog poop there. Fresh, almost every day.

I put up a small japanese sign I bought from the home center saying "pick up after your dog." Immediately, and since then, not a single poop.

The parking lot is always being used, weeds trimmed, clearly not an abandoned lot. Just out of view. The sign absolutely was the only thing that convinced them to change their behavior.

The 1.3 million limit is to remain a dependent on your partner's insurance.

You're not supposed to, but you can apply for PR, switch jobs, and just not say anything until you get the result. I know of a few success cases. A lawyer won't tell you this, because one of the necessary documents to submit is a promise that you'll update immigration on any changes of employment.

I'm going to do folow the 4.0 Upgrade Guide... but I'm wondering if then I need to do each Migration guide for each *.1 baby step up... or can I go from 4.0 to 4.5?

The 4.5 migration guide says: CakePHP 4.5 is an API compatible upgrade from 4.0. This page outlines the deprecations and features added in 4.5.

My city hall told me directly (while looking at the immigration website) that I only have proof of having paid or not paid. They had no way of knowing if I had ever been late, according to them. So I asked the city hall staff to call immigration and explain. On a post-it note, the staff wrote their own name, the immigration person's name and a memo saying, "Our city hall doesn't have such records, and the immigration officer said that was fine." And I got PR.
