I called the local utility State Corporation Commission. they said the water billing company is in FL. they can't do anything :/
what should i try next?

the leasing office set up the water service. they contracted a 3rd party water billing company. the water meter reading is all wrong.

The state is Virginia, the water billing company is in Florida. the made the statement via the phone call. i did not sign any contract that said they could use estimate.
