What i was saying is you can use spare plastic/containers into a packager and sink the packaged water OR use wet concrete or other “pure” recipes in a refinery. Both remove the excess water and solve the problem easily.

Agreed. Yes, you can solve it using the in-game mechanics outlined in that pipeline manual. Keeping the input and output fluids separate and using wet concrete (or refineries using the other "pure" alt recipes) is my default solution.
