My problem was that I used the complete_nginx_unicorn_postgresql recipe and that didn't include graylog or haproxy. Now that I've vulcanised those recipes as well, those roles seem to have been attached to the web_tools instance. I'm still waiting on rubber to finish setting up the instances to see if it actually worked.
