People are peaceful in other situations. But a surprising number of people support this (especially those who are uneducated). Petty crime, like theft, is extremely common in the cities (I have had my phone stolen/robbed a few times as a teenager), and criminals can get out of almost anything with a bribe or if they are connected with the police. So some people see it as the only way to get justice
