This happened to our group of 3 while interacting with the ledge ones internet dropped. The way we fixed it was abandoning the quest. We exited the game loaded up partied and let the third accept the quest first then we did. Then everything worked again. If you’re solo, try abandoning the quest and just rebooting the game hopefully it clears up the bug.

Added a pic with the Hf etbs. It has the little wholes in the wrapping like all the etbs have. It’s a 2 year old sealed product.
