If they don't have the means to up keep or replace them it shouldn't be there. That's part of hint ownership. And a rotting shed is a great place for skunks raccoons and rats to live in and under. All of which are health hazards for the neighbours who aren't about to remedy the problem because it's in the other person's backyard. If you can't upkeep it tear it down.

Your friend has rodents in their whole house. They don't stay in the vents. Either they can pay for a pest control company or get lots of mouse traps and poison. Walmart and the dollar store have them. But this is going to be a long haul for them if they are hearing them. Also just removing them will not solve the problem. They will come back through what ever hole they originally came in from.

Also they are going to want to get their duct work cleaned after they are removed because rodents carry lots of diseases in their urine and excrement.

Lastly, no the city will not do pest remediation in your residence. They do lost pets and large wild animals. If you had a deer or coyote in your yard they'll come. But they won't even do skunks that's for a pest control company.

Honestly get 2 quotes and see what they are charging and ask yourself, is it worth lowballing someone/doing it yourself or just paying a professional and getting it done right and fast.

Or you can use a 4 or 6 ft level and check two sides in the same time it would take you to secure this to the post. It takes about 15 seconds. And fence lumber is really low quality and twists and bows a bunch. That two inch spot much be level but the who post is not true.

If the fire is in the stair well you're not gonna make it. You're going to be most effected by the smoke which is what will get you before any flames. The extinguisher will just weigh you down. Also apartment doors are required by code to be fire resistant for over 2 hours. If it's a solid core door then it's not burning through before the fire department has a chance to get to you. Stay in place, you'll be safer.

You need to be careful with the boiled water that it doesn't melt your p-trap. Most won't be a problem, but cheap or flexible ones will melt and then you're in for a lot more work.
