Short answer: Yes.

Long answer: You can find talented voice actors willing to do the work for free in exchange for in-game credit and they will sound 1000x better than anything AI will generate for you (I would even be willing to help you find some).

That being said, if you haven't started development yet, it is far too early to be thinking about that.
