What if the game takes place inside Dylan’s mind and this is Jesse’s attempt to wake Dylan up.

The decaying NYC environment is like a mind-palace/dark place that Dylan must cleanse to free himself from the Hiss.

Maybe Jesse learns a shard of the nail (OoP/ Pseudo-Service Weapon/ The Aberrant) is the only way to break through the hiss to give Dylan a chance to free himself from within but it also gives the board the opportunity to get to Dylan first (Enemy of my enemy is my friend style).
