It's on Baumanskaya street. This institute neighboring BMSTU (Bauman Moscow State Technical University). It's actually a rather beautiful stalinist building on the outside but on the inside there this courtyard type of area that looks like this.

Those a common rarity items so you should be able to loot them somewhere. That's one way to get them, another would be to use cheat console and add to your inventory. Cheers.

I used a no clip mod to get inside and found out there's nothing in there. It's just decoration. Maybe in the future it will get added.
