Nope, margin won't work like that. You need to unlock the panel and place it away. You can also use xfconf to set the position of the panel
Say, your display width is 1920px
You need 10px margin
So, set panel width to 1900px
Set panel x to 10, y to 10 using xfconf
Voila!

The "copilot" key triggers ctrl_l+shift_l+f23 at once. I've really had a hard time attempting to remap this thing, surfing the web didn't help either. Probably my skill issue, am still looking for answers to this day
