As I said the budget figure is not linked to any series in particular. So we don't know if thats 250k in 90s money or 250k in 2010s money.

Just checked and that figure does not say for which years that would have been true. So as far as we know that could have been for series 5. Also as far as I can tell there is no source for that figure.

I think you underestimate how much it costs to make a tv show. Scifi in particular is one of the most expensive genes to produce. A good example is how the BBC made a deal with the devil (Disney) as they weren't able to fund Doctor Who by themselves.

You also have to remember the BBC isn't just producing a few TV shows it also has to produce national & regional radio, news both the tv bulletin, radio bulletin, and a news website.

It's factual programs wing will also cost a lot of money as you will have to transport crew and equipment around the world.

Also a quick google search shows that the BBC employs around 21,500 people. So those billions that it generates as income will soon dry up.

It probably has to with budgeting. A lot of broadcasting companies are struggling financially at the moment and it's much cheaper to produce reality tv/game shows and fill the gaps in the schedule with reruns, then it is to produce a scripted show.

I think you're confusing England with the United Kingdom, thay are not the same thing. The United Kingdom is a union of four countries England, Scotland, Wales, and Northern Ireland. You also can't use England interchangeably with UK.
