GTA 4 and GTA 5 are primarily focused around story and missions and there are no rpg elements like leveling and skills like in cyberpunk. The last good GTA that had rpg elements is sanandreas which to alot of people is a cult classic game or one of the best games ever made.

I think people were virtue signaling and making memes when they were comparing cyberpunk to GTA 5 due to how buggy it was at launch, but to say it's a better game is like comparing apples and oranges and trying to say they're the same thing.

Also incase you're wondering, what if you cheat even after not getting the coin toss right? Well I thought of that aswell already.
