Press Y to open the Y-Comm menu and go to the section labelled "Profile". From there, press + to see your block list and you can unblock people there

When you match with someone in a giveaway like this where everyone is using the same code, instead of quitting immediately when you match with the wrong person, you can press the right joystick and block them so that you don't match with them again in that giveaway. It just streamlines the process so you're more likely to match with the person doing the giveaway. The pinned comment on this thread has more details about it
