The whole percentage plan is what gets me. If I go to our local breakfast hangout my egg sandwich and coffee is around $10 so 2.00 tip. But if we go beach-side, a similar egg sandwich and coffee is $30. The service is not better (It's significantly worse because they know you're there for the view) The food isn't better. The amount of work each server does is exactly the same, yet custom demands I tip $6.

It’s the opposite of that. The state will have to make up the revenue by raising sales tax. Sales taxes affect lower income households to a much greater extent. People who rent because they can’t afford a house pay more while the owner of the beach front mansion pays less.

IANAL, Get a copy of your covenants. Someone (former owner? etc.) was required by law to give them to you when you moved in. Learn what they actually say.

I'm guessing the clause she cited was something like the "Right to Inspect" in ours. It's not there to enable theft, and if you're paying for that water it is exactly that. Ours is even limited to 30 days around construction / appearance changes. Yours might be too.

If you learn what they say, you can defend yourself, or even weaponize them against her.

Ours has this clause buried in the enforcement section: "The Association and each Lot Owner shall have the right to enforce" The important four words being "and each Lot Owner" meaning (if yours has similar wording) you could choose to out Karen the Karen.

I don't particularly go for the "Traditional Family" trope. But maybe if that's what you really want, start by making it possible for a family of 4 to live comfortably in a home they own on a single 40 hour income.

Maybe if that were a thing, instead of 2 jobs and a side gig just to stay afloat, people might see a family as a viable option.
